Prisoner or referee?

My son brought this costume home last night for Chum. Its supposed to be a prisoner's outfit but I think he looks more like a referee! On th back thers a plastic sleeve where you put the crime he's committed. Chumley's says "Stinky Farts". I love the pic of him drinking his water!

Prisoner!! Why, because Chum's is still eating off the floor on a doggie matt. A referee would never do that. And he looks like he's guilty of something. :D
