We tried the harness that ypu loop the seatbelt through and Harlea was able to get out of it. We switched to a 550 cord leash that I have a knot in to shorten it up that we attach to the seatbelt and then clip to her harness. It works great.
Chance is small right now so mostly my lap we have his crate set up and plan in the near future to get him his doggy seat belt. Chance those are wind shield wipers stop growling

Here are two things that I have used for my dogs in the car-the seat belt, I used for my Malinois(you clip it to their harness, and it snaps into the regular seat belt.-and the car seat-this sized one-Maude is 65 lbs. and still fits in it. The car seat belt holds it in place, and there is a belt that attaches to their harness. All my dogs love this seat, and they use them in the house, as beds,too.
I voted "loose" cos that's how we've done it so far I bought seat belt clips for them a couple of months ago that hooks on to their harness, but I haven't gotten to use them yet
