On walks, Stiggy would sit and stare too. But I think it's more so curiosity and wanting to meet the other dog. Although we are diligent in trying to read how he is if the other dog approaches. Stiggy doesn't have the most appropriate manners, ie. sudden movements, says hello with his eyes other than the nose as are typical of the breed, but we do watch for any aggressive movements from both him and the other pup. A majority of the encounters are friendly with all tails wagging in the end.
