Weird skin bumps on my bulldog all over neck and going towards his back. I’ve done anti-fungal mousse, shampoo soaks my vet dosent really know what it

It is hard to tell by this picture. Some towards the bottom look like white "bubbles", and the area up higher looks different. You could try putting castor oil on the areas,Blood root,or Turmeric. OR you can post a better p icture so we can see better. Does it feel scaley? Does he roll around and a lot and rub it?

Allergy of some type? Are the bumps fluid filled? Definitely a vet visit to be sure.
