Effect of Potatoes and Sweet Potatoes in dog food ?

Is there any negative effect of potatoes and sweet potatoes in dog foods for bulldogs?

Is it better to use a food with Rice/Brown Rice or a food with potatoes and sweet potatoes.? Or is that to much starch ?

I was just wondering if the potatoe content in TOTW and WELLNESS are having an effect on Maximus' skin condition, i.e., raw, red irritated wrinkles.

Any thoughts ?
