Only one paw can probably be beginning of indigital cyst which forms like a little blister. Nothing to worry about it.

“IF” it doesn’t form any blister it’s an allergy. Either environmental or food. How old is he again n what are you feeding him?
 
Lambeau gets these at times, try to wipes paws after being outside and dry them if they get wet

He’s 7 months now and I feed him Victor grain free puppy food!
 
I would do as Christine mentioned n see how that goes first as he’s still a puppy n it is rare the get food allergies. But it can happen.

Wasn’t it yours that was on Royal Canin n you switched him over to Victor?
 
Agree, to me too it looks like the beginning of an Interdigital Cyst. I believe there is information on this site about them if you do a search. You can soak the paw in an Epsom Salt bath or can use a topical treatment. When Monty used to get them, I would apply Vetericyn wound and skin care and after a few days, all was well again. It is something good to always keep on hand too. They do need to be treated as they can get infected and get full of pus which happened once with Monty. Check underneath his paw between the pads and see if it is very red and swollen.
