I think that whatever has been done to the dogs, should,as punishment, be done to the cruel owners!
In court, people who have callously murdered, are always afraid of the death penalty-go figure!

Or jails with no tv, no beds, no toilets but a little hole in the floor like 3rd world countries toilets, rats, water on the cement floor and I guarantee you, the jails will be almost empty!
