So I took Jax to the dog park for the 2nd time and each time I took him he is going at all the male dogs private parts , licking, sniffing.... He picks 1 or 2 dogs and keeps doing it, is this a common thing? He is not fixed, not sure if that has anything to do with it. I just notice with Jax and no other dogs doing it...

Yes... common behavior—- not acceptable to humans. I’ve trained my pups by letting them ‘say hi.’ But if they go back for seconds they get a firm “leave it”

Yes, it is normal. Sniffing private parts and butt area. Part of greeting ritual. It’s the same like sniffing wee. Let him do it once to say hello and keep treats with you and distract from further attempts.
