help training advice needed!

I just cant figure gregory out, anytime we go for a walk any dog we come across he growls and jumps up at me as if pick me up mommy! This only happens on walks, he goes to a dog play group twice a week, and daycare once a week. He socializes well and loves other dogs, but when hes on leash look out. He also has to pull really hard nonstop when we walk, he has to wear a harness ( doctors orders!) due to his windpipe being the size of quarter so any sort of special no pull collar is out of the question. I took him to puppy obedience and at a year old hired a private trainer to come to my home, she totally didnt get the he has to wear a harness no choice business so she was soon out of the picture. The area we moved to is great place to walk dogs and go to farmers markets but its taking a tole on my poor arm (ps hes 72lbs), does anyone have any tips or suggestions?
 
Have you seen the no pull harness that go under the armpits, then hook on the back? I'm looking to see if I can find a name/manufacturer for you.
 
I was told to take Tipsy to different areas than the ones she used to. She didn't want to walk more than 2 feet so I didn't force her but offered treats whenever I gave the "come" command and she listened. She has gotten much better at it but still needs work. My trainer said patience is key, specially with Bulldogs. He also said leashes are better but for bulldogs he suggested harness. I just know whenever she feels scared or barks at other dogs, I put her in a sit command and treat her. Hope this helps :)
 
Ok the one I'm thinking is a sporn, but it does have a collar to hook the armpit pieces to so that might not work for you. Whenever my dog pulls I stop dead and make him sit, after a few times he realizes were nit moving until he uses his manners. Manners is also the word we use after he sits before we start walking again.
