I usually use an unscented baby wipe. You might want to have him checked for a urinary tract infection.

Could be some irritation inside... my Frenchie was doing it about a year ago--- took to vet and he gave use Motomax-- a drop inside twice a day and he was good within a week

Does he have a discharge from his preputium? My Tank had discharge, but no itch. We were prescribed antiseptic solution which I instilled into his fluffy bag covering the penis ( you shouldn't touch penis as it is very sore for dogs), pinched opening and rubbed gently for several seconds. After that medicine spilled out and his thing was ok in a week. I must say, he wasn't happy about procedure at all...but survived.
