I think there needs to be some kind of ~qualification test~ (mental) before a person should be allowed to have a dog. ESPECIALLY an English Bulldog.

Aww this is so sad. A Bulldog should never be put outside for 20 mins in the heat. The staff should be better trained and knowledgable on different dog breeds. RIP Teddy.
