how do I change profile pic

I tried creating an album hoping that it would give me the option to select one of those , but I can't upload photos to it because it requires them ro be dragged and dropped, which I can't do from my phone. Since this is the only source of Internet access I have ( thank you teenage) I'm kinda stuck . Any suggestions

You can try rotating it sideways first on your phone? I know a lot of my phone pics are sideways or upside down when I load them in the PC from iCloud. It's weird!
