This is fantastic information. I had a neighbor come running to me in the summer of 2007 with a 6 week old kitten that had fallen into the big dog's waterbowl and drowned... it was lifeless and not breathing. I remembered reading about this before and took a chance. After some puffs and prayers, there was a faint "mew" and coughing up more water than I thought could be in a tiny body like that. It works, and I suggest you print this out and keep on your fridge/wallet etc.
