Help Needed! RED BUMPS

I was petting angus last night and noticed he had red bumps under his armpits...what could this be????

Another thing eddie the frenchie has a bump on his back that was not there before....should i take him to the vet??

Are they open sores or hives? Maybe a heat rash since it is under his armpits? Maybe put some gold bond medicated powder under his arms and see if that helps.
