Puppy mills ?

So I was looking at eBay pets classified and there are a lot of bully's that seem to be retired from breeding and it is a little worrisome with cheap prices and some of these babies just look awful there seems to be a lot of scammers on there as well and it just makes me wonder if the rescue orgs should check into some of them .

The problem is most of those puppy mill breeders will not surrender to rescue, they want $$$$ for the retired breeders and rescues don't buy.
