Welt like spots

Has anyone experienced welt like spots underneath it feels like a sore and if I pick on it little tufts of hair come out.

How big are they? Chunk had a minor skin infection at one point that sounds similar. It only happened on his head ... Little tufts of hair attached to a scab would come off when I pet him ... But they were tiny, maybe the size of a grain of rice.

Picture? If it is dry / flaky .... could be a staph infection.
