cut near eye

I see a small cut, almost like a tiny blister in my puppy's face fold (in the spot he gets sleepys). Can I put neosporin on it? Should I just let it heal ?

Yes, If its just a blister type cut, then it would be fine to just clean it, you can use hydrogen peroxide, or a unscented baby wipe with either peroxide or witch hazel on it, ( although the witch hazel might sting), and then put some Polysporin on a Q-tip and place it on the cut. If it is an actual cut, and is deep, then you might want a vet to take a look at it. I hope he's okay.
