Leash training ( or lack of)

My dog's not too big (35 pounds ) and wears a harness when walking her, so I can lift her up off her front feet with the leash and pull her at same time and get her moving. Once she's moving she'll usually keep moving for a little while. If she's really genuinely exhausted, usually from the heat, I'll give her a few minutes break.

Whatever works!!! LOL And I'm not so sure it will go away with age, so make sure you always have something handy for when she gets bigger, LOL. Tyson is 11, and still as stubborn as the day I got him!
