His eyes are fine most of the day but when he is extra tired his third eyelid really shows. He is actually scary looking!
Is there something going on ?

Wishing you the best with Frankie's eyes, I am sure some of our Members will have good help for you
It’s so weird that they are fine until he gets tired. They are really red at night.

@Hceril You should take a photo-or show the photo to your Vet. This is a membrane that helps moisturize their eyes, and clean them. He may give you some eye drops to help, or eventually may have to sew them in place/don't have them removed, as it will cause dry-eye. This is a more common thing in Bullies and some other breeds.

Agree with @Manydogs. Jake had laser to remove 7 eye lashes earlier this spring. While he was asleep, my vet decided to do 2 “X” one on each lower eye on the “outside” bottom eye. I asked him what them X was he told me it was going to scare n helps to prevent lower lid to pop out as they age. Today these X’s you don’t see them at all as the fur grew back. My vet is also against removing the lids. So yes, drops should do the trick.

One of the reasons I see that he is tired, it's because of dehydration that's why his third eyelid is showing up. Try asking your local vet just to be sure. Lots of love for Frankie!
