Full blown Photoshop will work as well, but it is harder to learn and is very expensive. Photoshop Elements will give you most anything you need for around $100.
I am so sorry that I haven't responded to your message I didn't receive a notification for it! Anyway, for the majority of photos, I use Photoshop Elements, but sometimes use other programs. Photoshop Elements is powerful enough to do most anything that you would need though. Let me know if you have any specific questions and I would be happy to help you out
