That looks like a 3rd eyelid prolapse(cherry eye) to me. It's small and can probably be massaged right back in place. If not sure how to do it, have your Vet show you. If you can get it back in whenever it pops out you may never need surgery. Most of the time it will pop when the blood pressure gets high from hard play sessions.

    Who says Bulldogs can't fly?

Not necessary cherry eye, cherry eye is prolapse of a tear gland mostly, but what you see is very similar. His eyes are very red and irritated, and the lining called conjunctiva is swollen and sticking out. It is just prolapsed conjunctiva tissue. You need to find out and address the cause of redness and swelling - it can be allergy, food or environmental, or it can be infection, viral or bacterial. The discharge is not green, so it points more in the direction of allergy. Eye drops with antibiotic and steroid may help, if you have by any chance them at home, something like TOBRADEX. But it will be just temporary symptoms relief. It’s better to visit a vet and show him eyes and discuss what to do.
