I'm no expert by any means, but I did see a clip from an akc dog show where they were x-raying dogs hips. Hip dysplasia disqualified them from champion status. And they were saying it's congenital and dogs with it should not be bred.
The idea supposedly behind Olde English breeding is supposed to be to breed out the bad congenital defects through the mixing of healthier genes from other varieties mixed with the EB.
It doesn't seem like that's what your relating that your breeder is doing though. What mixtures is she using?
At any rate, no I don't think you should breed her. And no you shouldn't have to pay for breeding rights.
Besides, it's my understanding that OEB's aren't AKC, are they? So I really don't understand what she's charging you for?
