Help Needed! skin problem

Ever since we got back from vacation Norms skin had been red in areas and I've been treating it with hot spot spray with not much success. I'm not getting a good read on what it is. any ideas? I've also been doing the medicated shampoo.

I'd go to the vet first to rule out mites, or parasites. Are they bites? It's hard to see from the photo. Do they itch? Did you have any food changes, may be allergy? Ragweed is bad this year.

I shaved it to see what I was dealing with better. I could tell the skin underneath was red and irritated but not well enough to tell what was up. He has another patch on his rear that is more of a dry, red splotchy. Allergies? He's on good food-Fromm Beef Fritatta, filtered water with ACV. He doesn't seem like he's too itchy where he's trying to scratch but he REALLY likes it if I scratch him... Confused.
