What amount of itching/paw licking is normal and what would be allergies?

My puppy lil Henry, is about 14 weeks old now and scratches his ears a little (few seconds) when he wakes up sometimes and maybe once again in the afternoon or before bed. He licked his paws a bit the other day. No head shaking or any skin issues that i've noticed. Is a bit of scratching and paw licking normal. His ears and everything checked out fine at the vet the last 2 times we were there for shots.

Yea a little is perfectly normal, if you check between his toes you want to make sure they are not pink and irritated in there. Same thing with his ears make sure there isn't a lot of build up, discoloration, or a yeasty smell
