Help Needed! Any advice for 3 week old puppy who has rear leg problems

Meet Chevy Cheese. This is his first video so my friends can see how he walks.... hopefully with a visual we can get more advice on how to help him learn to walk, or if anyone has seen this condition before and know what it is.... anything to help this sweet little boy.....

We thought he has swimmer puppy but now we don't think so. If you don't know please say a prayer for him....

Ok. I am zero help (except puppy prayers! can do!) That made me bury my face in a cold wash cloth and sob. But also, that little guy made me smile!! What a challenge.
