What kind of food are you feeding? High quality food is key to healthy skin. Do you have alot of grass? It may be that Skye is allergic to grass, may want to try some benadryl.
My english bulldog puppy, Skye ... He has been itching alot on his back legs mainly. He gets really itchy when he goes outside to potty.. I've tried where I wipe down his feet and belly when I bring him in.. But it doesn't seem like it's helping

I started giving him benadryll today.. How long will it take to tell if it is helping?
Probably about 30 min to an hour. Does this happen often?
He has been itching since I have got him ... He had never been outside before I got him
Itching could be several things- fleas, stress, mites, or allergies.
Trick is to find the SOURCE of the itching. You bulldog should have an occasional itch, but for the most part should not be constantly itching.
How old is she again?
Do you use Frontline?
How long have you had her?
Is her skin red, bumpy, or irritated where she is itching?
Allergies in young pups are pretty rare.
Skye is 12 weeks.. I've had him since he was 8 wkd.. I use advantage on him.. The past week medicated shampoo for him.. The skin on his leg is red.. He scratches it alot if I don't keep anti itch spray on it

You may want to have the vet look at it, he could have a bacterial infection on his skin. If it spreads it may be very tough to treat. Since it is a rash it could be from a number of things. If he itches it too much it will break open and could be dangerous.
It could also be that he is allergic to the food, but I don't think that would give just one itchy spot on the leg.
