Default need advice on potty training

Hi everyone! I just got my first english bulldog in June, Bentley is 4 months old. I'm having difficulty potty training him and I need some advice. He also has cherry eye in his left eye, and I was hoping to get some advice on which correctional procedure is best and anyone's experiences/outcomes with surgery to fix it.

When I first got him at 9 weeks, he would poop almost constantly and he never looked like he knew when he had to go. He had worms when I first got him at 9 weeks and he was treated for them. Bentley would also poop in his sleep (while he is sleeping, doesn't wake up) almost every night at first, and still does it from time to time now. He never squats outside, just keeps walking when he poops. The vet said this was a common side effect from having worms and I should see improvements after the worms were treated and with some potty training.
Bentley constantly dribbles urine as well, and the only time he seems to really hold his urine is when I take him out of the crate first thing in the morning and go straight outside to pee. I take him out very often, at least every 45min-1hr. This has been an issue since I got him.
Every time I take him to the vet for vaccines and screenings (about every 3 weeks) I ask the vet if she's sure there's nothing wrong with him and why it doesn't seem like he understands when he has to pee or poop. He has had rectal exams and I was told everything was intact and developed properly.
Any advice from anyone? Will the urine dribbling improve once he is neutered? I keep getting told to give him time to mature and develop more, but I've never had a dog with these types of problems and this is my first male dog.

    any help/advice/suggestions are greatly appreciated!

I'm so sorry your baby and you have to through something like this. I would definedly get a second opinion from another vet. This does not sound just behavioral.

so i just got home from taking bentley to the vets to get his last vaccine.
i spoke with the pet about my concerns for bentley and why he still poops in his sleep sometimes and he still dribbles urine
i've been noticing when he drinks or eats, he urines a lot at the same time and i mentioned this to the vet also

she recommended i see a neuro specialist and agreed she doesn't believe this is a behavioral issue anymore. i had her check his rectal tone and his internal/external sphincter via rectal exam, and she said he is able to contract but his tone is a little on the weak side

did a urinalysis, everything looked good. she wrote out a few things she mentioned she thought he may have:
    1. eptopic ureter
    2. intrapelvia bladder
    3. neurologic/conformational congenital issue

anyone help me out? or have a bully with any of these conditions/symptoms i've posted.

I'm so sorry but I'm going to be of no help as I have no experience of any of these conditions. When you first posted my mind started to drift towards spina bifida which is common in bulldogs.

Hopefully, the neuro specialist will be able to give you more answers and you will know what you are up against. Do you have an appointment yet??

not yet, just got the referral sent to the specialist.
Bentley has always had a little cowlick on his back, it's right at the bottom of his spine about 2 inches above his tail
i've had it looked at, thinking this could have something to go with his bowel/bladder, but the vet i see lifted his skin in that area and said it was just a cowlick where his fur grows differently

my poor boy he's so well behaved besides the bowel/bladder issues

As for the cherry eye - dont' let them remove it. Have them tack it down. The third eye lid is responsible for a large portion of their tear production. I was told by my vet, if removed, they could get dry eye and have vision problems later in life. One of my boys had to have this done to both of his eyes.
