I agree with everyone else, to me it's means "almost".
But technically, he's right. If it's past 10, "it's going on 11".

So when I hear people say "Dave Mckenzie is 50 going on 12" it means Dave McKenzie is almost 12 right?

In "slang", when someone states:

Going on _______, what does it mean to you?

For example, someone states "it's going on 11 o'clock", or "going on 16 years old", how do you interpret it?

Does it mean anytime after 10 o'clock or after their 15th birthday (like it could be 10:05 or 15 and 1 day old) or does it mean it's almost 11 o'clock or almost 16 years old?

I believe it means it is "going to be". Going on 10 o'clock means it is almost 10. Going on 16 means almost 16 or acts like 16. Its like saying your 10 year old kid is going on 20.... Means your 10 year old is growing so fast he acts as if he is already an adult
