I'm no expert by any means, but I did see a clip from an akc dog show where they were x-raying dogs hips. Hip dysplasia disqualified them from champion status. And they were saying it's congenital and dogs with it should not be bred.

The idea supposedly behind Olde English breeding is supposed to be to breed out the bad congenital defects through the mixing of healthier genes from other varieties mixed with the EB.

It doesn't seem like that's what your relating that your breeder is doing though. What mixtures is she using?

At any rate, no I don't think you should breed her. And no you shouldn't have to pay for breeding rights.

Besides, it's my understanding that OEB's aren't AKC, are they? So I really don't understand what she's charging you for?

i dont know alot about the knee caps but i talk ALOT to the breeder i got two of my bullies from... they are both vet techs and have been raising english bulldogs a very long time... she told me one of her bullies was out playing with another one and just jumped over the other one and when she came back down she blew out both her knees and had to have surgery... i know it doesnt take that much of a jump to cause injuries... my oldest bulldog was only 4 months old when she jumped off our porch , which isnt very much of a jump, and broke her leg in the joint... the local vets here wanted to amputate her leg and i didnt want this to happen so i took her 3 hours away to a specialist who did surgery and she has been fine every since... she is now 3 and half years old... cost me around 2000.00 dollars but i would have paid twice if i had to... shes one of the family.. along with 2 other bullies... they are worth it...

sometimes second opinions are worth asking...

Ok, well, I don't know anything about her issues or the problems with the breeder but I had TWO vets tell me that Gator would need surgery for a leg injury so I took him for a third opinion with an ortho specialist who assured me that he did not need surgery. I would get at least one other opinion before doing anything. JMO.

I know I am late with giving you advice... maybe you already got it all figured out but hips cannot be O.F.A certified until the dog is 2 years old and so to say your puppy has bad hips at this age is not accurate. I had a friend that raised a puppy that she looked like she had bad hops at 3 months of age but had them tested again at 2 years old and they were fine.
Also about the knee, it could have happened because of a "loose" Knee, where it comes out of its socket. Time heals these most of these type of knees IF you keep the puppy off of slippery surfaces such as hard wood floors and linoleum.
Don't be too hard on the breeder... she probably knows more about these things then all of us put together :)
