Not sure if this is common. Should I be concerned?

It's common. Most often caused by using food/water bowls made from porous materials(plastic). Not to say that Bulldogs won't get it if using Stainless Steel.
Use a baby wipe to clean chin after eating.

Ditto everything that oscarmayer said.

One thing to add is maybe try wiping his mouth/chin after he eats and drinks. Just try to keep the chin area clean.
