Puppy play vs puppy fight

Duke tries to bite the sides of duchess stomach and he tugs when she won't play with him- she snaps very high pitch and he stops.

No more playing with our neighbor. After taking Leo to the dog park where he had a great time with the other dogs; I came home, dropped him off to go to the gym. I come home and find that he has two cuts one above and below his eyes. My niece took him out to play but all my neighbors 4 month old pitbull does is bite his face.

I was just wondering if biting the face and neck and holding it is normal as this is what our neighbor's puppy does to Leo. Is it bad puppy play etiquette on their part?

All pups play s bit rough -and sadly they all have razor sharp puppy teeth -so small cuts do happen xx this is normal puppy behaviour and by the look of things they all enjoy the play ;-)
