They can sometimes get "bitchy" when they are in heat, their hormones are going crazy.

Yes, they can change in personality (hormones going wild) during heats.

How old is Mimi? And, didn't you adopt her not to long ago? Forgive me if
I'm wrong (wouldn't be the 1st time nor the last) but I sense you're wary
of her and unsure of her actions being threatening. No blame or shame to
you if so, bullies were BRED to be threatening & intimidating and...they can
back it up! Cami growled at me a couple of days ago when I evidently hit a
sore spot as I petted her...my instinctive reaction was fear (wasn't expecting
it and out of character from her). To be sure, Cami wouldn't ever bite me nor
was her growl aimed at me, just her reaction to a sore tail nub (she'd been
rubbing it against my bed frame) but scary for that second, it's so deep and
    serious sounding!

Mimi is probably still adjusting to everything, everyone AND sharing with another
bully. It took Cami 4 months to settle in with me and it's a quiet home with no
kids, no dogs, no noise, etc. Cami is an older dog even than Mimi, so is calmer.
I'd suggest a spay once she's over her heat if she's old enough and I'd suggest
looking into NILIF (nothing in life is free) and following that to gain control over
Mimi and get over your hesitation...trust me...Mimi feels it and knows it, that too,
creates an unsure dog. You can fix this if you really want Mimi to stay. If not, then
rehome her, no guilt, not everything works out sometimes. GOD bless!

    My 1st bully, Brutus
    RIP beloved boy.
