In PA they are state license, if your pet is micro-chipped or tattooed you can buy a life time tag for like $36.00, but if not then you have to buy each year and it is like $10, I think.

damn, sounds like I pay the most for licensing, $100 annual for intact , $27 when fixed.

Everything is more expensive in the OC and you are right, it is the most expensive in the land.
